县级水管部门绩效指标体系评价及应用研究

摘要:根据水利部的调研情况,水管单位急需实施全面的绩效评价。文章在分析了影响县级水管部门绩效指标选择和设计的因素的基础上,结合县级水管部门的工作职能及实际情况,从公益绩效、财务绩效、内部管理流程绩效和学习与发展四个角度设计并构建了县级水管部门绩效评价指标体系。通过层次分析法确定各个单项指标的权重系数,并利用模糊数学的原理,构造多级模糊综合评价模型对所设计的县级水管部门的指标体系进行评价。最后,以特定的县级水管部门进行实证研究,验证了该模型的科学性和实用性。该研究是对政府具体部门绩效评价指标体系设计的一次尝试,丰富了政府部门的绩效评价研究理论和研究实践。

Study on Evaluation and Application of Performance Index System of Hydraulic Engineering Management Department
Abstract:In hydrology engineering system, the phenomenon of emphasizing on construction but neglecting management has been existing for a long time. Based on the reality of hydraulic engineering management department, this paper builts a performance index system. It makes use of the analytic hierarchy process to confirm the weights of the indexes, uses the principle of fuzzy mathematics, and constructs the fuzzy comprehensive evaluation model. Finally, to take a typical hydraulic engineering management department as an example, the model is adopted to evaluate. This paper not only enriches the theories of the government performance measurement, but also provides the theoretical model and practical data for the hydraulic engineering management department at the country level.
