移民劳动力培训管理研究

摘要:近年来,中央政府高度重视库区移民劳动力的转移培训工作,制定一系列政策来推动移民劳动力转移,同时加强移民劳动力培训的管理工作,尽快实现移民劳动力的合理有序转移,千方百计保障移民劳动力充分就业。但是,库区移民劳动力由于素质普遍较低,无论通过何种途径转移,都需要通过教育和培训来提高素质,才能适应新的经济社会环境。在移民劳动力培训管理的现状分析中,还是存在着许多的问题,对培训管理过程中所存在的不足,从管理体制、法规政策建设、资金投入以及政府作用等方面完善,以促进移民劳动力培训的有效快速的发展。

Research on Training Management of Immigrant Labour
Abstract:In recent years, the central goernment attaches great importance to the transfer training of migrant labor, and establishs a series of policies to promote the transfer of migrant labor. Therefore, it is rather urgent to transfer them resonably and orderly to ensure each of them to obtain employment by all means. Howerver, for general lower quality, the migrant labor force need to be educated and trained to acquire higher working capability so as to adapt to the requirements of new social and economic environment no matter which way we choose to transfer them. But in the status quo analysis of migrant labor’s traning management, there are many othere issues. in order to overcome the deficiencies in the process of training’s management, it can be improved from management’s system, reglations and policies, capital input as well as the role of government. However, it can promote the effective and rapid development for training fo the immigrant labor force.
