An Integrated Fuzzy AHP - SWOT Method and Its Application in the Analysis of China’s Software Industry Bases

Abstract:Aiming to identify the strengths and weaknesses of an organization and the opportunities and threats in the environment in which the organization operates, SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis does not provide an analytical tool to determine the importance of the identified factors – strengths, weaknesses, opportunities and threats, neither have the ability to assess decision alternatives accordingly. This study integrates Fuzzy Analytic Hierarchy Process (FAHP), a Multiple Criteria Decision Making (MCDM) method, with SWOT to determine priorities for these factors and make them commensurable. This integrated SWOT method is able to perform SWOT analysis on several alternatives simultaneously. It is used to evaluate the competition of six important software industry bases in P.R.China and then suggests an adoptable strategy planning for Dalian, one of the cities under evaluation. The time series results also are presented to illustrate the quantitative utility of this hybrid method.

整合SWOT与模糊层次分析法及在中国软件产业基地分析中的应用
摘要:为了识别一个组织内在的优势与弱点和在外部环境中的机遇与威胁,一般的SWOT不能够定量化的分析问题。对于S、W、O、T在战略制定中到底会有多大的影响不能做定量化排序。同时这些方法不能对多个候选研究对象同时做出对比性研究,也就是说不能分析存在竞争性发展的问题。所以本文利用多准则决策的思想和模糊层次分析法,将多个候选研究对象同时定位于SWOT的四个象限,可以清楚地看出每个候选研究对象是在SO、WO、ST 或者WT的象限内。利用这个方法分析中国的软件产业发展,选择了上海、大连、西安、北京、广州和深圳等六个重要的软件产业基地作为研究对象,并且对大连的发展战略做出重点分析。这是一种分析竞争性战略的方法,可以看出对象间的差距,帮助制定竞争性决策战略。如果这个混合方法被多次利用的话,可以看到分析对象时间序列上的变动趋势。
