乌江流域水电梯级开发水环境影响分析

摘要:流域水电梯级开发是我国水电能源开发的主要形式,由于梯级开发对天然河道及其生态系统都有较大的扰动,开发管理不善将影响流域的可持续发展。以往流域梯级水电研究侧重于技术经济方面分析,忽视水电梯级开发对流域河流等生态系统的影响研究。本文以我国的水电梯级开发试点工程之一-乌江流域重庆段水电梯级开发为例,采用定性与定量相结合地方法研究水电梯级开发对关键水生态环境因子(如水文情势、水温和水质)的影响。得到乌江流域水电梯级开发对生态环境可能影响的结论为:流域梯级水电开发使河道流量丰水期有所减小,而枯水期有所增大,径流年内分配过程变化;对乌江重庆段来水水温造成一定的影响,较天然水温而言冬季升高,而夏季降低,易形成低温水叠加效应;由于上游水库水流状态改变及周边污染源的影响,水库局部水域水质可能变差,造成乌江重庆段来水水质变差,但总体影响不大。

Analysis on water environment impacts of cascade hydropower development in Chongqing Reach of Wujiang Basin
Abstract:Cascade hydropower development is attached great importance to the national hydroelectric energy development. However, because of the cascade hydropower development, the natural rivers and the ecosystem change a lot in the basin even the unsuitable management can destroy the sustainable development. Past researches pays close attention to the impact on technical economy and seldom discuss the function in the ecosystem. In the paper, cascade hydropower in Chongqing Reach of Wujiang Basin is studied by combining the quantitative and qualitative methods to get the influence on water ecological environment factors, such as water temperature, water quality and hydrology situations. Those impacts can be excluded by three aspects: (1) Runoff in high-water period is decreasing, while the runoff in low-water period is increasing. That is to say, the cascade hydropower changes the annual distribution of water quantity. (2) In comparison with natural rivers, owing to regulation, warm flood is stored in summer and autumn, which cause water temperature rise in autumn and winter. On the contrary, cool water is stored in winter, and then makes downstream water cooler. (3) In consequence of upstream incomings of water and pollutants, water quality in some subareas is bad in the reservoir and it causes decreasing water quality in Chongqing Reach of Wujiang Basin and the influence is small.
