“军民结合”环境下的军工企业组织应对策略研究

摘要:在日益激烈的全球新军事变革、国内发展经济和建设国防的双重任务的背景下,实施"军民结合"战略,是兴国之举,是强军之道。时至今日,我国仍然在"军民结合"的道路上处于初级阶段,在理论上也仍处于相对空白的领域。本文的研究内容主要有:实施"军民结合"战略的军工企业的组织特征、军工变革企业的案例研究。在12家案例研究的企业中,有一半案例企业属于松散耦合型的组织结构。军品、民品分别在各自的子单元中,互不交流。整合型组织结构的军工企业多以技术共享程度较高的企业为主。技术共享程度较高的军工企业在组织结构上更偏向于整合型组织,而技术共享程度较低的军工企业更加偏向于松散耦合型组织。政府政策具有决定性的导向作用,观念对组织变革具有重要的影响,组织随着环境的变化而变化。

Study on military enterprise organizational strategy under the environment of military and civilian integration
Abstract:In the increasingly competitive global revolution in military affairs, the background of the dual task of domestic economic development and building of national defense strategy, the implementation of the military and civilian integration is rejuvenating the whole country and the way to strengthening defense.China is still at the early stage of military and civilian integration so far, with barely developed theories.The main contents are as follows:The organizational feature of military enterprises which have already implemented the strategy military and civilian integration.The case study on the military transformation enterprises.In the 12 case studies of enterprises.Half of the cases enterprises are loosely coupled organizational structure.Military and civilian are in each of the sub-unit, and do not communicate with each other.Integrated organizational structure of the military industrial enterprises often have a high degree of technology sharing.Military enterprises with a lower degree of technology sharing more biased in favor of loosely coupled organization.Government policy has a decisive role in guiding.The concept has an important impact on organizational change.Organizational changes as the environment changes.
