环境友好型技术国际转移的相关问题研究

摘要:减缓气候变化的成本和速度在一定程度上取决于环境友好型技术在降低未来排放方面的潜力。新技术的发明大多首先出现在高收入国家,而温室气体排放不断上升的发展中国家掌握的减排技术很少。因此,气候政策的关键应该在于鼓励向发展中国家转移先进的气候环境友好型技术(environmental-friendly technologies)。本文首先分析了环境友好型技术的创新和扩散,其次针对国际技术转移的影响因素探讨了对应的政策促进。同时,本文还回顾了有关环境友好型技术转移的文献,并以清洁发展机制(CDM)为重点,探讨了相关研究结果对发达国家和发展中国家环境政策的启示。

On the International Technology Transfer of Environmental-Friendly Technologies
Abstract:The cost and progress of climate change mitigation to a certain extent depend on the environmental-friendly technologies to reduce future emissions. While greenhouse gas (GHG) emissions are projected to rise primarily in the developing countries, GHG mitigation technologies exist primarily in the industrialized countries. Thus, the challenge for climate policy is to encourage the transfer of these climate-friendly technologies to the developing world. This paper firstly analyzes the innovation and diffusion of environmental-friendly technologies, followed by corresponding policies advice to promote international technology transfer. This study also provides an overview of the economic literature on environmental technology transfer, focusing on the Clean Development Mechanism (CDM) of the Kyoto Protocol, the author then discusses the implications of empirical evidence for climate policy-making of developing and developed countries.
