城镇污水处理厂清洁生产评价体系的构建与应用

摘要:针对节能减排的要求,构建了污水处理厂清洁生产评价体系。该体系由反映污水处理厂节能减排状况的定量指标和反映技术设备先进水平与环境管理状况的定性指标组成。定量指标包括4个一级指标,即能耗物耗指标、污染物产生指标、效率效益指标和综合利用指标;定性指标从3个方面考虑共设立了12个二级指标。采用了国家或行业有关政策、规划等文件数据、2012年全国污水处理厂的相关统计数据、10家污水处理厂的现场调研结果、专家咨询等方法给出了每个指标的基准值和权重。将该指标体系应用于2座污水处理厂的评价,结果表明该体系适用于污水处理厂的评价,通过该评估体系可以很好的反映出污水处理厂实施清洁生产的状况和清洁生产程度。

Construction and Application of Clean Production Evaluation System on Municipal Wastewater Treatment Plants
Abstract:In view of energy conservation and emission reduction of wastewater treatment plants, we set up a clean production evaluation index system. The evaluation index system consists of quantitative and qualitative indicators, while quantitative indicators reflect the achievement of energy saving and emission reduction, qualitative indicators indicate the level of the equipment and technique and environmental management conditions. Quantitative indicators ,which are made up with four first grade assessment indicators,including material consumption and energy consumption index, pollutant production index, efficiency and benefit index , comprehensive utilization index. Qualitative indicators, which include twelve secondary indexes considering three aspects effected. The data adopted are from national or industry-related policies, planning, national statistics of wastewater treatment plants in 2012 and field investigation of ten wastewater treatment plants, and so on. The weight and benchmark for each index is given by literature, on-the-spot investigation and consulting of specialists. We evaluated two wastewater treatment plants with the system, and the results showed that the system can be used in the practice of the evaluation of wastewater treatment plants. This system can well reflect the level and status of implementation of clean production in wastewater treatment plants.
