基于胜任指数的煤矿特种作业人员安全性评价

摘要:为了对煤矿特种作业人员安全性进行系统综合评价,引入安全胜任力的概念。在安全胜任力影响因素分析相关研究的基础上,界定煤矿特种作业人员安全胜任力概念,并据此构建以基本素质、业务能力、安全意识和自制能力等为目标变量的煤矿特种作业人员安全胜任指数模型,针对人员安全性评价过程中的不确定性和模糊性,建立了基于集对分析的安全胜任指数综合评价模型,并针对指标权重确定过程中需要综合主观和客观两方面的问题,提出一种基于熵权与模糊层次分析的权重确定方法。最后,将该指数模型运用于河南某矿爆破作业人员安全性评价,结果与实际基本一致,表明了该指数模型在煤矿特种作业人员安全性测度中的准确性和可行性。

Safety Assessment for Special Operators in Coal Mines Based on Competency Index
Abstract:The purpose of present research is to evaluate the competency level of special operators in coal mines accurately. The conception of safety competency for special operators is discussed based on the previous research about influencing factors in safety competency. Then, we constructed a safety competency index model according to conception of safety competency, which includes four target variables: basic quality, professional ability, safety consciousness and autonomous ability. This paper proposed a safety competency comprehensive evaluation model for safety evaluation process is fuzzy and uncertain. Considering the subjectivity and objectivity of weight determination, we put forward a method based entropy and FAHP to determine the weight. Finally, the index model is adopted to assess safety of a blasting operator in a certain coal for Henan; the result is consistent with actual situation. It shows that the index model used to estimate special operators' safety is accurate and feasible.
