轨道交通导向型城市规划技术研究

摘要:以1826年农业区位理论的提出为标志,城市形态与交通系统之间的双向作用开始成为研究热点,相继涌现出区位理论、芝加哥学派规划理论以及新城市主义学派规划理论三大体系。近年来,公共交通为导向的城市交通发展模式逐渐得到公认,新城市主义学派提出的TOD(Transit Oriented development)理论越来越受到重视。TOD理论虽然能够优化局部用地,但缺乏对城市整体用地布局的把握。 本文提出轨道交通导向型城市规划理论(Transit Oriented City,TOC),旨在构建层次分明、衔接合理的城市公共交通系统并提出与之相适应的用地调整策略。首先,划分轨道站点多层次服务范围,并建立轨道交通为主骨架,长途公交作补充,常规公交、自行车、步行为主要接驳方式的公共交通体系。其次,提出用地调整策略:站域用地实施混合开发,使居民能够在站域内完成大部分非工作出行,降低平均出行距离;站间用地实施差异性控制,合理分布站间客流,降低局部线路负荷过高的可能性。

Research into the Urban Planning Technology of Transit Oriented City
Abstract:Began with the presentation of Agricultural Location Theory in 1826, the relationship between city shape and transportation system has become a heated research focus, the three main streams of theories include Location Theory, Chicago School's planning theory and New Urbanism planning theory.In recent years, public transport has gradually been recognized as the sustainable way of large city development, thus the TOD (Transit Oriented development) theory presented by New Urbanism School is drawing more and more attention. However, TOD theory could do a very good job in optimizing local land use, but lacks the grasp of overall urban land layout.In this paper, the Urban Planning Technology of Transit Oriented City (TOC) was presented, aiming to building structures, rational articulated urban public transportation system, as well as proposing corresponding land use adjustment strategies for large cities.Firstly, transit station multi-level catchment area delineation, as well as the establishment of a comprehensive public transport system consisting transit as the backbone, long-distance bus as supplemented, regular bus, bicycle and walking as shuttle modes;secondly, adjust land use type and proportion within catchment areas, so that residents can complete most of none-work travel within one area, thus reducing the average trip distance; thirdly, adjust land use type and proportion between catchment areas, achieving a reasonable passenger volume distribution among transit stations, reducing the possibility of overloading a partial transit line.Taking Beijing as an example, multi-level catchment areas of transit stations were delineated, through the join analysis of catchment area land use characteristics and transit station ridership, it is proved that the transit travel rate is affected by mixed land use character within corresponding catchment area, meanwhile, ridership distribution has a direct relationship with the land use difference between transit stations catchment areas, which proved the feasibility of TOC land use strategy.
