地方政府规制政策的影响因素研究--基于网约车新政差异性的文本分析

摘要:作为互联网时代下新兴业态的代表行业,网约车规制问题成为当下的热点问题。本文以网约车新政实施一周年以来的各地网约车政策文本为研究对象,对各项准入限制进行赋值,得出各地网约车政策的严格程度数据。利用2014-2015年我国70个大中城市的面板数据进行实证检验,结果表明网约车政策的严格程度与城市人口密度、出租车保有量等呈正相关关系,与打车难现象缓解力度呈负相关关系,省会城市、计划单列市等重点城市相较于普通地级市网约车政策严格程度较高;为网约车规制研究提供全新的视角,并结合规制理论对政策差异性进行合理化分析。

The Influencing Factors of Local Government's Regulation Policy --An Analysis Based on the Differences of Online Car-hailing Policy
Abstract:As the era of the Internet under the emerging industry representatives of the industry, government regulation of the online car-hailing has become a hot issue. As the object of the study, this paper calculates the restrictions on the assignment about policy in The anniversary of the online car-hailing policy . Using the panel data of 70 large and medium cities in China from 2014 to 2015, the results show that the strict degree of the policy is closely related to the population density and the number of taxis, and it is negatively correlated with the difficulty of taxiing The relationship between the provincial capital cities and the cities with the planned cities is relatively strict compared with that of the ordinary cities in the general prefecture-level cities. It provides a new perspective for the research on the regulation of the online car-hailing and then the paper makes analysis of the policy differences for rationalization.
