期权腐败风险视角下我国公务员离职后从业行为规范探索

摘要:新常态下,公务员成为一种职业选择,公务员离职后再就业的现象增多。一方面,它能促进企业更好的发展,是人才合理配置的一种表现,有利于活跃社会主义市场经济,使政府培养的人才适得其所,另一方面,公务员离职后所从事的工作也容易造成利益冲突困境和带来期权腐败的风险。因此,急需建立和完善公务员离职后从业规范,这既是惩治和预防期权腐败的重要载体,也是惩治和预防期权腐败的核心内容。

An Exploration of the Behavioral Norms of Chinese Civil Servants after Their Exemption from the Perspective of Option Corruption Risk
Abstract:Under the new normal, civil servants have become a career choice, and the employment of civil servants has increased. On the one hand, it can promote better development of enterprises. It is an expression of rational allocation of talents, which is conducive to the active socialist market economy, and the cultivation of talents suitable for the government. On the other hand, the work of civil servants after their resignation is also prone to conflict of interest and the risk of option corruption. Therefore, it is urgent to establish and perfect the professional standard of civil servants' leaving post, which is the important carrier for the punishment and prevention of the corruption of options, as well as the core content of the punishment and prevention of the corruption of options.
