基于EI的水系规划研究--以花垣县为例

摘要:城市化一方面带来了经济的增长,使人们的生活质量大大改善;另一方面却破坏了自然生态环境,导致各种城市安全问题层出不穷。道路硬化、建筑密度增大等导致降雨过程中雨水无法及时排出,暴雨洪涝现象时有发生,水安全问题尤为凸出。同时,人类的不合理活动使得废水废气废渣直接排入水体,严重威胁到了水生态环境,拉大了人与水之间的距离。本文以生态基础设施(EI)为切入点,采用"问题-方法"为导向的思维模式,针对湖南省花垣县水系的水安全、水污染、水生态问题,分别从宏观、中观、微观三个层面提出相应的解决办法,旨在建立一种可持续发展、功能明确、人水和谐的生态水系综合规划体系,从而为其他城市同性质的水系规划问题提供参考。

Water system planning\'s research based on EI:a case study of Huayuan county
Abstract:Urbanization, on the one hand, has brought about economic growth, which has greatly improved people\'s quality of life. On the other hand, it has destroyed the natural ecological environment and leads to endless problems of urban security. As the road hardening and building density increase, the rainwater cannot be discharged timely in the process of rainfall, then the flood of rainstorm occurs frequently, especially the water security problem. Meanwhile, the unreasonable activities of human beings make waste water, gas and residue discharged directly into the water, which seriously threaten the water ecological environment, and enlarge the distance between man and water. According to the water security, water pollution and water ecological problems in Huayuan county of Hunan province, this paper takes the ecological infrastructure (EI) as the starting point and adopts the thinking mode of "problem-oriented method" to establish a comprehensive ecological water system planning system with sustainable development, clear function and man-water harmonization from three aspects of macroscopic, mesoscopic and microcosmic solutions, so as to provide reference for other cities with the same nature of water system planning.
