基于数据包络方法的中国工业产能过剩新测度

摘要:本文基于数据包络方法,结合中国工业行业产能过剩特征,创新性的加入能源投入变量,使用行业层面数据测算了中国工业35个行业2000-2014年产能过剩指数,据此得出中国工业行业总体产能过剩情况的变动趋势,并通过分行业大类产能过剩指数对比分析,得出各行业大类产能过剩情况及其相应特征。本文还对六大产能过剩治理重点行业进行了产能过剩情况的具体分析,结果显示:中国工业总体产能过剩指数呈现波动下降趋势;分行业大类看,采矿业产能过剩指数普遍偏高,制造业中产能过剩情况则存在着"两级分化"现象;分具体行业看,我国工业各行业产能过剩情况表现出较为明显的行业特征及周期性特征。

Measurement of Industrial Overcapacity in China Based on DEA Method
Abstract:This article is based on data envelopment method, combined with the feature of China\'s industry overcapacity, innovativly joining the energy input variables, using industry level data to measure the Chinese 35 industries, 2000-2014 annual excess capacityindex, thus concluded that China industry overall change trend of overcapacity situation, and through comparing analysis of divisions categories of excess capacity index, industry categories of excess capacity and its corresponding characteristics are obtained. In this paper, we also analyze the overcapacity situation of the six major industries with overcapacity. The results show that the overall industrial overcapacity index shows a trend of fluctuation. According to the industry category, the mining overcapacity index is generally high, and there is a "two-stage differentiation" phenomenon in the manufacturing industry. According to the specific industry, the overcapacity situation of industrial sectors in China shows obvious industry characteristics and cyclical characteristics.
