基础设施、优惠安排与贸易--基于"一带一路"国家的实证分析

摘要:贸易成本是指从商品生产到抵达消费者手中过程中的各种成本,降低贸易成本,包括运输成本、信息成本、货币的交换成本、政策壁垒、语言障碍、合同的签订和履约成本等,能明显地促进贸易流量的增长,其中,物理性成本(包括运输、信息、沟通等成本)和政策性成本(政策壁垒、合同缔结等)已被证明发挥了不可或缺的作用。本文从降低贸易成本的角度出发,选取"一带一路"沿线国家2002-2016年的面板数据,建立扩展的引力模型,综合考虑物理性成本和政策性成本,考察基础设施和优惠贸易安排对"一带一路"沿线国家间出口货物贸易的影响。通过实证分析发现:(1)基础设施对和优惠贸易安排对"一带一路"沿线国家间的货物出口贸易均有促进作用;(2)基础设施对双边贸易流量的影响更多取决于双边贸易国家中基础设施较为落后的国家;(3)签署两国自贸协定比多国自贸协定对货物出口贸易的促进作用更大,而既签订两国又签订多国自贸协定对双边贸易流量有一定抑制作用。

Infrastructure,Preferential Trade Arrangement and Trade:"The Belt and Road" countries
Abstract:Trade cost refers to all kinds of costs from commodity production to consumers, reducing trade cost, including transportation cost, information cost, money exchange cost, policy barriers, language barriers cost, contract association and performance cost, legal cost and sales cost, has been proved that it can significantly promote trade flows. In addition, the physical costs (including transportation, information, communication and other costs) and policy costs (policy barriers, contract association, etc.) have also been proved to play an indispensable role. This article starts from the perspective of trade cost reduction and selects the "The Belt and Road" countries as a sample, using the panel data of 2002-2016 years, establishing an expanded gravity model, considering both the physical cost and policy cost of infrastructure and preferential trade arrangements factors to research the influence of export goods trade between countries. Through empirical analysis, there are the following conclusions: (1) infrastructure and preferential trade arrangements both have a significant effect to the export trade of goods; (2) effects of infrastructure interconnection on bilateral trade flows depends more on infrastructure in the relatively backward countries; (3) the signing of the two countries\' free trade agreements has a greater role in promoting goods trade flows than the multi countries\' free trade agreements, and the signing of the two countries\' trade agreements and the signing of the multi countries\' free trade agreements has a certain inhibitory effect on the bilateral trade; and the corresponding policy suggestions are put forward.
