基于性能的建筑震后可恢复能力评级方法

摘要:为实现对建筑震后恢复过程的科学模拟和可恢复能力的系统化评估,本文针对某计算实验中心建筑,完成了可恢复能力评级。首先运用FEMA P-58自带的建筑抗震性能评估软件PACT计算建筑在震后的各项损失,然后依据REDi?文件修正了建筑的恢复时间,并制定恢复计划;最后运用可恢复能力评级标准完成建筑可恢复能力评级。建筑设防地震下经济损失相对较小,而工程启动延迟时间较长,降低了可恢复能力评级。可通过增强抗震设计、减少工程启动阻碍因素和设置备用设备来缩短恢复时间。

Performance-based Earthquake Resilience Rating Method of Buildings
Abstract:In order to simulate the process of recovery scientifically and assess the resilience systematically for the buildings after earthquakes, this paper rates the resilience for a central building of the computational experiment. Firstly, the post-earthquake loss of the building is calculated applying the seismic performance assessment software PACT of FEMA P-58. Secondly, the downtime after earthquake is modified according to REDi?, and the recovery plan is made upon that. Finally, the earthquake resilience of the building is rated based on resilience rating criteria. The financial loss of that buidling is small after design level earthquake, but long downtime due to delay reduces the resilience level. The downtime afrer earthquake could be mitigated by seismic design enchancement, impeding factor mitigation and back-up devices provision.
