民航气象迟到报文统计系统的研究与实现

摘要:据了解,亚太地区飞行气象情报交换手册(ROBEX)针对情报交换的监控中提到了时效性,但是未给出明确的算法,亚太地区区域航行数据库(RODB)亦无时效性方面的统计。因此,本文针对民航气象情报的收发状况进行了分析,介绍了民航气象迟到报文统计系统的研究设计过程。本系统基于JavaEE设计实现,系统结构层次清晰,达到了"低耦合,高内聚"的目的,现该系统已作为一个模块整合至B/S架构的民航气象中心业务监控系统中。针对各机场气象台/站发布的规律性报文,该系统不但可以筛选出迟到报,而且可以精确地计算出迟到时间。经实践证明,该系统可真实全面地反应出民航气象规律性情报在时效方面的状况。根据本系统输出的统计结果,有关部门可有针对性地为机场提供政策指导与技术支持,以提升中国民航气象情报服务质量。

The Research and Realization of Delayed Meteorological Reports Statistical System
Abstract:As far as we know, the Regional OPMET Bulletin Exchange Handbook(ROBEX Handbook) for Asia/Pacific mentions the timelines of meteorological information about the OPMET monitoring, but it dosen\'t give out the algorithm. The Reginal OPMET Databases(RODB) in the Asia/Pacific haven\'t published the statiscial result about the timelines. Therefore this paper analyzes the situation of the collection and dilivery of meteorological information, gives out the algorithm, and introduces the research and design process of the civil aviation delayed reports statistical system. The system is based on JavaEE and has consice system structure, which achieves the goal of "low coupling, high cohesion", and it has been integrated into the current metrological monitoring system. For the regular reports issued by the civil aerodrome meteorological office, the system not only can filter out the retarded reports, but also calculate the concrete delayed time. The practice has been proved that the system could present the current situation in the timelines of civil aviation meteorological information veritably and comprehensively. Based on the output, the related departments could make pointed policy guidence and technological support for the aerodrome to improve the quality of civil meteorological information service.
