产业协同集聚能否降低工业污染

摘要:生产性服务业是经济转型升级、实现绿色发展的关键,其与制造业的协同集聚现象逐渐受到重视。构建模型,选取2005-2015年广东省21个地级市的面板数据,实证检验协同集聚对工业二氧化硫的影响。结果显示:科技创新不仅抑制了工业污染排放,而且关联效应显著;协同集聚与工业污染存在"倒U"型关系;协同集聚对工业污染的影响存在地区和行业异质性。据此认为,政府在进行产业规划时应根据生产性服务业和制造业的发展阶段,注意引导生产性服务业和制造业供需匹配发展,并根据行业特点有侧重地引导创新资源的流向。

Whether Co-agglomeration of Industry Can Reduce Industrial Pollution or Not
Abstract:The producer services industry plays a key role in the economic transformation and the green development. At the same time, the phenomenon of co-agglomeration between producer services and manufacturing industry has caught much attention. After the model was built, the article then selects panel data from 21 cities in Guangdong Province from 2005 to 2015 to empirically test the effect of co-agglomeration on industrial sulfur dioxide. The results show that technological innovation inhibits industrial pollution, which has a significant correlation effect during the process as well. There is an "inverted U" relationship between co-agglomeration and emissions. The regional and industrial heterogeneity exists in the impact of collaborative agglomeration on industrial pollution. Therefore, when carrying out industrial planning, the government should pay attention to guiding the development of the matching the supply and demand between producer services and manufacturing industry according to their development stage, and focus on guiding the flow of innovative resources according to industry characteristics.
