最低工资与企业创新

摘要:本文基于手工查找的2005~2010年2868个区县的最低工资标准数据、中国工业企业数据库和专利局数据的匹配数据,实证分析了最低工资标准对企业创新的影响。研究发现,最低工资标准显著抑制了企业创新活动的开展,最低工资上浮对于实用新型专利的抑制作用最强,而对于外观设计专利的负向效应最小。进一步研究发现,这种抑制作用主要是通过成本效应实现的。最低工资标准对劳动密集型行业、中部地区企业、民营企业的抑制作用更大。合理的制定最低工资政策能有利于推动企业创新的发展。

Minimum wage standards and enterprise innovation
Abstract:Based on the manually searched minimum wage data of 2868 districts and counties from 2005 to 2010, the matching data of Chinese industrial enterprise database and patent office data, this paper empirically analyzes the impact of minimum wage standards on enterprise innovation. The study found that the minimum wage standard significantly inhibited the development of corporate innovation activities. The minimum wage rise has the strongest inhibitory effect on utility model patents, while the negative effect on design patents is the smallest. Further research found that this kind of inhibition is mainly because the minimum wage standard realized by the cost effect has a greater inhibitory effect on labor-intensive industries, enterprises in the central region, and private enterprises. A reasonable minimum wage policy can help promote the development of enterprise innovation.
