粤港澳大湾区自主创新能力的测算

摘要:根据社会制度及经济发展水平,本文将粤港澳大湾区分成三个城市组别:第一组城市(香港、澳门)、第二组城市(广州、深圳、珠海)、第三组城市(佛山、东莞、惠州、中山、江门、肇庆),通过搜集整理2006~2016年度相关数据,利用主成分分析法测算了不同组别城市的自主创新能力。结果发现:第二组城市自主创新能力位于大湾区前列,深圳表现突出;第一组城市自主创新能力处于大湾区中下水平,有待加强;第三组城市自主创新能力内部发展不均衡,大部分城市的自主创新能力仍有待加强,中山和佛山排名较前,肇庆处于大湾区最低水平;粤港澳大湾区各城市间自主创新能力的发展不均衡并逐渐拉大趋势,主要原因为创新资源的分配不合理、创新要素流动不顺畅,"先强带后强"的创新联动协同机制还未形成。最后,本文提出了促进大湾区自主创新能力的相关建议。

Estimation of Innovation Ability in Guangdong-Hong Kong-Macao Greater Bay Area
Abstract:According to the social system and economic development level, this paper divides the Guangdong-Hong Kong-Macao Greater Bay Area(GBA) into three groups: the first group of cities (Hong Kong, Macao), the second group of cities (Guangzhou, Shenzhen, Zhuhai), the third group of cities (Foshan, Dongguan, Huizhou, Zhongshan, Jiangmen, Zhaoqing). Using principal component analysis, this paper estimate the innovation ability of different groups of cities in GBA through the data sample from 2006 to 2016. The results show that innovation ability of the second group of cities is in the forefront of GBA, and Shenzhen has the most outstanding performance; Innovation ability of the first group of cities is at the lower middle level of GBA and needs to be strengthened; Internal development of innovation ability of the third group of cities is unbalanced, most cities\' innovation ability still needs to be strengthened, Zhaoqing is at the lowest level in GBA; the development of innovation ability among cities in GBA is unbalanced and gradually pulling the trend, mainly because the distribution of innovative resources is unreasonable, the flow of innovative elements is not smooth, and the innovation linkage mechanism of "first strong and strong" has not yet been formed. Finally, this paper gives the suggestions of improving innovation ability of GBA.
