全过程动态安全决策在煤矿事故管理中的应用

摘要:安全决策并非一个简单的结果描述,而是一个连续不断的动态过程,贯穿于安全管理的整个过程,是安全管理的核心。对矿井事故进行全过程的安全决策,有利于在事故发生前有效地规避事故;在事故过程中及时的给出具体应急措施,防止事故的扩散与蔓延;在事故发生后,可以给出具体针对性的防范措施,避免此类事故的再次发生。本文基于事前决策、事中决策、事后决策三阶段决策理论,引入了一应用实例,展示了具体实现动态全过程事故的安全决策,得出各阶段安全决策重点防范对象,给出了参考性的建议,有利于矿井的专项对症治疗,从而减少事故发生率与事故损失率。

Dynamic security decision-making process in coal mine accident management application
Abstract:Safety decision is not the result of a simple description, but a continuous dynamic process passes through in the entire process of safety management, which is the core of the safety management. The entire process of safety decision to mine is helpful for evading accident before the accident happening; In the process of the accident, it can give specific emergency measures to prevent the spread of the accident; After the accident, which can give specific targeted precautionary measures to avoid such accidents from happening again. This paper based on the three phase decision of prior decision, matter decision and post decision, it introduces one application example to show the dynamic process of concrete realization for accident safety decision, and obtains the preventive object for every safety decision stage, gives the reference suggestion, which is helpful for the mine\'s special symptomatic treatment, so as to reduce accident rate and accident loss.
