基于社交媒体的雾霾治理循证决策研究

摘要:公众在社交媒体上讨论、分享的大量用户生成内容中,包含着关于公众诉求、观点和情绪的丰富信息,对其加以分析提炼可作为公共政策的决策依据。本文使用文本挖掘技术,对知乎问答社区内用户关于雾霾话题的讨论内容进行了分析,包括:(1)情绪态度分析,了解用户关于雾霾问题的情绪态度,以判断问题紧急程度;(2)讨论主题分析,明确用户关于雾霾问题的诉求和观点,以据此制定相应政策。结果表明知乎用户在雾霾话题下表达了较为强烈的消极情绪,其主要关注问题有:雾霾成因、污染治理方法以及防护用具等几个方面,并据此制定了三项建议措施:加大清洁生产技术研发,对雾霾防护用具提供补贴,建立政府部门与公众的互动交流渠道。

Research on Evidence-Based Policy Making with Social Media for Haze Governance
Abstract:The large amount of user-generated content that the public discussed and shared on social media contains rich information about public appeals, opinions, and sentiments, and it can be used as evidence for public policy making. This paper analyzed the discussion contents of haze topic in Zhihu Question and Answer Community with text mining methods, including: (1) User sentiment analysis, to make clear the user's attitudes about haze topic, in order to evaluate the urgency of the problem; (2) Discussion theme analysis, to clarify the user's appeals and opinions about haze issue, and formulate policies based on it. The results showed that Zhihu users had shown a significant negative sentiment under the haze topic, and the major concerns of them includes: the causes of haze, governance methods, and protective equipment. Based on the results, the following three policies were recommended: promoting the research of clean production technologies, providing subsidies for protective equipment against haze damage, and establishing an online communication channel between government departments and the public.
