不同限行政策下道路交通运行及路网结构与功能分析

摘要:为缓解交通拥堵,改善空气质量,国内各城市开始逐渐实施不同的机动车限行政策,并形成不尽相同的限行效果。采用高德地图的公开数据,基于区域拥堵指数和空气质量指数,以郑州市为例,开展了不同限行政策下道路交通运行及路网结构与功能分析。研究结果表明限行政策对不同时段的不同特征区域的影响程度亦不同。对于单双号限行和双尾号限行,共性结论为:对弹性出行居多的区域影响最大,主要是由于该区域内交通方式转移与出行时间改变的概率最大;且交通流量易在不同区域内发生转移,路径的变化使得原本不甚拥堵的区域在限行后成为最拥堵区域;早高峰与平峰的差异较小,但晚高峰比较显著存在;限行后,路网结构与道路功能因素引起的拥堵问题更易凸显。区别在于:相较于双尾号限行,单双号限行对空气质量指数的改善较为明显。

Urban Road Traffic Operation and Network Structure Analysis under Driving Restriction Polities
Abstract:In order to alleviate traffic congestion and improve air quality, domestic cities began to gradually implement different driving restriction policies and got different effects. Using the public data of amap, based on the regional congestion index and air quality index, Zhengzhou City was taken as an example to carry out urban road traffic operation and road network structure and function analysis under different driving restrictive policies. Results indicate that impacts of the restriction policy on different featured areas and different time periods are different. For both even-odd license plate number driving restriction policy and two plate number driving restriction policy, the common conclusions are that: the area with more flexible travels has the greatest impact, mainly because the traffic mode shift and the travel time change are the largest; the traffic flow transfer occurs between different areas, and the path change might make the area that is not very congested become the most congested area after the restriction; there is little different between morning peak time period and non-peak time period, but the afternoon peak time period is significant; after the restriction, the congestion problem caused by structural and functional factors of the road network is prominent. The difference is:the improvement of the air quality index is more obvious when the even-odd license plate driving restriction policy are implemented, compared with the two plate number driving restriction policy.
