水权交易如何影响农业节水--基于多期DID的检验

摘要:准确评估水权交易对农业节水的影响并揭示其作用机制,对于进一步优化水权交易制度、提升农业节水具有重要意义。基于2014年实施的水权交易试点这一准自然实验,利用2010-2019年中国城市面板数据和多期双重差分法考察水权交易对农业节水的影响,发现水权交易使试点城市农业用水量相对于非试点城市平均下降了15%,通过PSM-DID估计和一系列稳健性检验后该结论仍然成立。进一步的影响机制检验表明,水权交易通过提高农业技术水平,以及促进农业部门的低效用水转移到其他部门,从而实现农业节水。基于以上结论,提出了针对性政策建议以更好推进水权交易市场建设和促进农业节水。

How Water Rights Trading affects Water-saving in Agriculture?
Abstract:Accurately assessing the impact of water rights trading on agricultural water conservation and revealing its mechanism is of great significance for further optimizing the water rights trading system and improving agricultural water conservation. Based on the quasi-natural experiment of the water rights trading pilot implemented in 2014, this paper uses the panel data of Chinese cities from 2010 to 2019 and the multi-period double-difference method to investigate the impact of water rights trading on agricultural water saving. Compared with non-pilot cities, agricultural water consumption in pilot cities decreased by an average of 15%, and this conclusion still holds after a series of robustness tests such as PSM-DID and placebo tests. Further examination of the impact mechanism shows that water rights trading can achieve agricultural water saving by improving the level of agricultural technology and promoting the transfer of water resources from the agricultural sector to other sectors. Based on the above conclusions, targeted policy recommendations are put forward to better promote the construction of the water rights trading market and promote agricultural water conservation.
