Abstract:Returned overseas talents have the characteristics of high human capital investment and value creation, high achievement motivation and innovation and entrepreneurship consciousness, high social capital and knowledge and information demand.Under the background of the increasingly fierce talent competition, the traditional mode of talent incentive and development for overseas returnees faces the dilemma of homogenization and health care.The open innovation network constructs an effective mechanism of resource flow sharing and allocation. The structural embeddedness of innovation network improves the quantity and scale of innovative knowledge and information acquisition, the relational embeddedness improves the quality and level of heterogeneous knowledge and information acquisition, and the cognitive embeddedness improves the network identity and innovation efficacy of returned overseas talents.The trend of specialization, industrialization, park and data in human resource service innovation can effectively communicate the gap between supply and demand of overseas returned talents, promote the deep integration of innovative industries and talents, form the power advantage of the network of overseas returned talents, and accurately improve the job matching of overseas returned talents. This paper puts forward policy suggestions on human resource service innovation to promote the development of open network embedding for overseas returnees.(10 Points, Times New Roman)

摘要:海外归国人才具有高人力资本投资与价值创造、高成就动机与创新创业意识、高社会资本和知识信息需求等异质性特征。人才竞争"高移"、"前移"、"外移"趋势日趋激烈背景下,传统的海外归国人才激励开发模式面临同质化、保健化困境。开放式创新网络构建了有效的资源流动共享与分配机制,创新网络结构嵌入提高创新知识和信息获取的数量和规模,关系嵌入提升异质性知识和信息获取的质量和水平,认知嵌入提高海外归国人才的网络认同和创新效能感。而人力资源服务创新中的专业化、产业化、园区化和数据化趋势,有效沟通海外归国人才供需缺口,促进创新产业和人才深度融合,形成海外归国人才网络权力优势,精准提升海外归国人才适岗匹配性,研究提出人力资源服务创新促进海外归国人才开放式网络嵌入开发的政策建议。
