碳减排、转型风险与宏观经济波动

摘要:近年来,气候变化引起的问题逐渐成为社会关注重点。我国在2020年提出2030年前二氧化碳排放达到峰值,努力争取2060年前实现碳中和"的庄严承诺。基于"双碳"目标,积极实施碳减排政策以及推进绿色转型是实现双碳目标的必由之路,在碳减排政策实施的过程中所带来的转型风险对宏观经济波动以及金融稳定产生了一定影响。基于此 ,本文构建了一个包括碳减排政策、异质性企业以及金融摩擦的DSGE模型来探究碳减排政策对我国金融以及宏观经济的影响。研究发现:(1)技术进步会促进经济长期向好,减少碳排放量,提升环境质量,降低绿色资产杠杆以及银行杠杆,减缓风险;(2)碳排放技术进步同样减少碳排放量,促进经济发展,降低经济风险,保障金融稳定。技术进步以及碳排放技术进步可以实现经济增长,提高环境质量以及金融稳定的三赢目标;(3)碳税冲击对于减排效果明显,但是其所带来成本会引起经济收缩,带来转型风险。

Carbon reduction, transition risks and macroeconomic volatility
Abstract:Over the years, the problems caused by climate change have gradually become the focus of social concern. In 2020, China put forward a solemn commitment to peak carbon dioxide emissions before 2030 and strive to achieve carbon neutrality before 2060. Based on the "dual carbon" goal, actively implementing carbon emission reduction policies and promoting green transformation are the only way to achieve the dual carbon goals, and the transition risks brought about in the implementation of carbon emission reduction policies have a certain impact on macroeconomic fluctuations and financial stability. Based on this, this paper constructs a DSGE model that includes carbon emission reduction policies, heterogeneous firms and financial frictions to explore the impact of carbon emission reduction policies on China\'s finance and macroeconomy. The results show that: (1) technological progress will promote long-term economic improvement, reduce carbon emissions, improve environmental quality, reduce green asset leverage and bank leverage, and mitigate risks; (2) Technological progress on carbon emissions also reduces carbon emissions, promotes economic development, reduces economic risks, and ensures financial stability.
