徐志胜,男,1962年2月出生,山东省安丘市人,教授,博士生导师,现任中南大学土木建筑学院 副院长,防灾科学与安全技术研究所所长。
1994年7月毕业于中国矿业大学,获工学博士学位,1994年8月~1996年12月在西南交通大学安全工程研究所做博士后研究工作。长期从事土木工程防灾减灾、建筑火灾科学、铁路运输安全研究工作,先后主持国家级、省部级科研项目16项,其中主要有:国家“十五”科技攻关项目“小城镇基础设施建设防灾减灾关键技术研究”;国家“十五”科技攻关项目“城市公共安全综合试点”;教育部项目“高速铁路长江沉管隧道火灾危险性及安全体系研究”;湖南省中青年专家基金“建筑物火灾内在灾害机理及灾后结构损伤鉴定与修复”;湖南省科委重点项目“建筑结构受火灾损伤后的加固技术研究”;湖南省社会发展科技领域科技攻关重点项目“大中城市火灾安全规划及建筑结构快速修复关键技术研究”,先后出版专著3本,公开发表科研论文26篇。
1999年获“湖南省跨世纪学术带头人”,1999年“铁道部青年科技拔尖人才”称号。

针对某动力公司300m3易燃易爆湿式氢气贮柜发生燃烧爆炸事故的现场情况,首次给出了湿式氢气贮柜发生爆炸的可能原因和事故的技术分析过程,建立了相应的事故数学分析模型和爆炸燃烧方程,提供了湿式氢气贮柜发生爆炸事故的数学模拟计算方法,确定了300m3湿式氢气贮柜发生爆炸事故原因,为我国类似企业开展湿式氢气贮柜火灾爆炸事故分析提供了可借鉴的理论和方法依据。

The thermal field and internal force in building structures in high temperature resulting from fire varied greatly with the time. The problem is that the cost for experiments of structure in fire is high, and the precision of particular experimental result can be ensured only for particular structure form. To solve the issue, on the basis of experiment, we discussed some basic data, such as, the thermal characteristics of material, the relationship between strain and stress for reinforcing bar and concrete, and so on. We established the relevant model for the analysis of structure in fire and the program which can be suitable for many cases.

An intelligent safety monitoring and alarming system, which adopts industrial control computer as CPU and monitors parameters such as pressure, gas density, temperature etc., is developed for flammable & explosive dangerous objects including tower, container and pipeline, which store and transport all kinds of oil & gas in chemical enterprises. Firstly, the parameters collected with multi-sensors is processed by data fusion method, then those data are evaluated by means of Fuzzy Neural-Net, and the prediction or alarming information as quite-safe, safe, dangerous, quite-dangerous for the state of dangerous objects are given.

笔者以相似理论为依据,以旅客列车卧铺车厢1∶5的模型为研究对象,利用燃烧风洞提供的流场模拟列车在隧道中运行的速度场,在车厢模型中加入等比例的火灾载荷,进行了旅客列车隧道火灾模拟实验。研究了不同列车运行速度、不同列车火灾载荷、不同火源位置以及旅客卧铺车厢的不同状况下旅客列车火灾特征及火灾中烟气蔓延规律,提出了满足火灾救援和旅客疏散的要求,为隧道方案设计提供了可信的技术依据。

由于火灾对钢筋混凝土结构的影响存在不确定性,使得人们不能准确地确定火灾后钢筋混凝土结构的损伤程度,给评估和加固修复带来很大困难。本文运用灰色系统理论中灰关联分析数学模型定量分析了高温下钢筋混凝土梁的3种影响因素,并确定了各因素间的主次关系,为高温后钢筋混凝土结构的安全评估及修复加固提供了理论依据。

旅客列车在隧道内发生火灾时,火灾烟气运动状况直接影响旅客的人身安全。本文利用风洞提供的流场模拟列车在隧道中运行的速度场,制作了1∶5的旅客列车卧铺车厢,在车厢模型中加入等比例的火灾载荷,对运行旅客列车在隧道内发生火灾进行了缩尺模拟实验,并用商业CFD软件PHOENICS 3.5对实际情况进行了简化数值模拟,研究了不同情况下旅客列车火灾特征及火灾中烟气蔓延规律,提出了满足火灾救援和旅客人员疏散的要求。

This paper summarizes the research on physical and mechanical performance of wood exposed to fire at home and abroad. Based on the Lie's theory on fire, the author introduces the calculation and design on fire resistance of timber members such as beams and columns etc, which are 3-sided exposure or 4-sided exposure to fire, and then gives some effective measures to increase the fire resistance of timber structure. A new mechanics-based design method for exposed, large wood members for other loading conditions and fire exposures is also put forward.

Failure to detect and evaluate damage situation of engineering structures can result in disastrous accidents. It is greatly significant to identify damage degree of the structures in normal service, evaluate the safety of damaged structure, and predict the residual reliability accurately. In order to overcome the deficiency of uncertain factors in current evaluation process, a multi-level fuzzy synthesized evaluation method is proposed, in which Analytic Hierarchy Process is utilized to establish the evaluation index system and determine weight aggregates. The method can analyze the damage information quantitatively and present structural damage grade effectively, so as to provide the administrators with valid information, which could be valuable in deciding whether to maintain or rebuild them. An engineering example provided here demonstrates that the evaluation method is simple in performance and reasonable in results.

With the constant study and application of urban community safety theory, the study method of studying urban safety plan and disaster emergency management respectively is gradually revealed more drawbacks. The integration pattern of urban community safety plan and disaster emergency management is illustrated. Based on analyzing the relation between spatial scope of urban community safety plan and spatial demand of disaster emergency management, urban community safety plan is made in the view of integration and sustainable development; disaster emergency management mechanism is made in the view of spatial concept. The plan criteria and construction patterns are presented to build disaster rescue area in accordance with certain effective service scope and resource quantity.
