Delays are among the most phenomena in construction industry, it causes not only the increase of construction cost but also the loss of business income in the future. There are many uncertain factors which increase risks in large-scale construction projects. South-to-North Water Transfer Project is a grand water diversion project which plays a significant part in our country economic development. This paper collected delay factors on the basis of questionnaire feedback from different parts (clients, designers, contractors, and consultants) that related to the project. Based on the data, the paper used principal components analysis method in the factor analysis to simplify variables to several dimensions and find the main factors. We also do further research on the project-related, client-related and contractor-related delay factors respectively. The result indicated that the poor communication, client’s unpractical requirement, delay payment to contractors, inadequate qualification and lack of experience of contractors are important factors; it found that the use of new technology and information should be enhanced; the result also indicated that many delay factors are correlative and precaution measures should be taken to reduce the risks in construction delays.

As the largest water transfer project in the world, China’s South-to-North Water Transfer Project (SNWTP) is paid more attentions by thousands of people in the world. From the view of project management, the project is a giant program which involves thousands of bids and participation units. The author has carried on the widespread investigation and study the current construction management situation of SNWTP through the questionnaire survey. Corresponding analysis based on the questionnaire is carried out in this paper, and some conclusions have been drawn. These conclusions will provide the beneficial reference to the complex project group management.

As the largest water diversion project in the world, the investment of South-to-North Water Diversion Project (SNWDP)in china is up to 5000 million Yuan RMB, meanwhile it’s also a typical public project which fund comes from central government finance, local government finance and bank loan. In order to improve the management effect, agent construction management mode is tried to practice in SNWDP. How to assure the fund’a safty under the agent constrution mode is paid more attentions by all kinds of people in the world. The paper firstly introduces the present of agent construction mode in SNWDP. Secondly contrasts the construction fund payment differences among the agent construction mode of other public projects domestic, and then puts forward a new fund payment line considering the character of SNWDP. At last, some relative suggestions are put forward in order to serve government macro decision-making.
