天保工程实施六年来，工程取得了一定成效。然而在天保地区森林资源保护与社会经济发展之间仍存在很多问题。为此，应建立森林生态效益补偿机制，发行绿色生态彩票，对林业项目实行贴息贷款等投资渠道在内的天保工程资金投入机制。同时，给予天保地区经济发展贷款优惠政策，加强区域间投资合作，推行小额信用贷款款等措施。建立天保地区社区经济发展的资金投入机制，以实现天保地区森林资源保护与社会经济的协调发展。

Forest, as the main body of the terrestrial ecological system and the important natural resource on which the mankind relies for subsistence, not only can provide timber and other forest products, but also has the function of adjusting climate, conserving water and soil, wind-breaking and fixing sand, etc. It plays an irreplaceable role in maintaining the natural ecological environment. Since 1978, the open-door and reform policy has been carried out in China, the Chinese economy has been developing very fast. At the same time, Chinese government has given priority to tree planting and forestry development which are seen as significant contributors to the development of the ecological environment The upsurge of tree planting and forest protecting have been set off one after another by organizing and mobilizing the people all over the China Remarkable work has been done to develop forestry and improve the landscape of the country. In this paper, the development of forestry in the last 20 years has been reviewed and major forestry policies have been discussed.Based on the development of national economoy and forestry situation, the 4 major strategy measures have been pointed out for the developemnt of forestry in the future.

Based on the current conditions, a forecast of trends in imports and exports of wood products and their demand and supply is presented in this paper for the years of 2005 and 2015. It is expected that imports will continue to exceed exports but that the trade deficit in wood products will decline. The form of trade will be changed from a condition of unilateral imports to one of exerting mutual advantage through imports and exports. The structure of trade in forest products will alter with changes in the forest source base and with new developments in the forest industry.

For predictive purposes and for understanding the re1ationship between the US market and Canadian newsprint producers an econometric model was bui1t. In this study, a simu1taneous-equation model was developed. Which consisted of four equations, one each for the supply, export, consumption and price of newsprint. The period of l955-1986 was covered by this mode1. The data for the years l985 and l986 were reserved to test the predictive, power of the model. In fitting the four equations for the period of 1955-1984.the coefficients of determination, the R-square values, between observed and predicted values were higher than 99 percent. The test results of the forecasting power showed that there was no statistically significant difference between predicted and observed values at the 5 percent level of significance. Sources of forecasting error are expressed as three partial inequality coefficients associated with bias, variance and covariance of predicted and observed values. The error could not be further reduced. The model can be used to make annual predictions and provides an accurate means of predicting demand, supply, consumption and price of Canadian newsprint exports to the United States of America.
