本文针对目前我国企业信息化实施的现状，指出了目前一些企业和个人对企业信息化的片面认识，进而分析了企业信息化的含义以及企业信息化失败的一些原因，最后指出企业信息化要成功首先要对它有一个正确的认识，同时要根据企业的实际情况循序渐进。

Government procurement, known as the "Under Sunshine" system in China, has saved millions of US dollars of government expenditure. China will gradually expand the scope and scale of government purchase after the country's first Government Procurement Law took effect on January 1, 2003. Compared to the developed countries, the technology applied in government procurement is obsolete. Government electronic procurement auctions are irregular, and the government electronic procurement auction systems are not completely implemented. In this paper, we analyze the current situation of government procurement in China, and support that establishing government procurement electronic auction system is the best way to solve problems such as unfairness, collusion, inequality and inefficiency. Then, we give a detailed discussion about the framework of government procurement electronic auction system and the features of each subsystems and modules. Finally an actual application of this system is given, and an auction algorithm is also developed. We also provide directions for further studies about government procurement and the application of electronic commerce in this field.

数据库资源是高等学校图书馆建设的一个重要内容。随着越来越多的商业数据库的出现，对数据库资源进行评价已经变得非常重要，本文首先分析高等学校图书馆数据库评价的意义，然后建立了数据库评价指标体系以及各项指标的具体内容，这些指标对于图书馆数据库的购买决策具有一定的参考价值。

信息系统是企业信息化的一个重要组成部分，在开发过程中出现的各种不确定因素导致企业信息系统建设中存在着多种风险，对这些风险的管理和控制是信息系统开发管理的一个重要步骤。本文提出了信息系统开发的风险管理和决策模型，通过引入模糊Petri网的有关概念，重点论述应用模糊Petri网对企业信息系统开发的各种风险进行评估的算法以及该算法在信息系统开发的风险管理中的应用。

本文根据电子商务的基本原理，讨论企业电子商务的成本/效益构成及其相应的分析方法，使企业在开展电子商务时能够尽快地得到回报。
