The query conditions are imprecise or uncertainty in multimedia information retrieval. So it is impossible to get completely information by using traditional retrieval method and new techniques must be developed in order to get the best similar retrieval results under the inaccurate or incomplete retrieval conditions given. In this paper, a fuzzy semantic distance model and a concept of fuzzy similarity are first proposed and fuzzy query processing in fuzzy space is described; then, the algorithm of information retrieval in multimedia databases based on fuzzy similarity is provided; finally, an example is used for explanation the algorithm.

Government procurement, known as the "Under Sunshine" system in China, has saved millions of US dollars of government expenditure. China will gradually expand the scope and scale of government purchase after the country's first Government Procurement Law took effect on January 1, 2003. Compared to the developed countries, the technology applied in government procurement is obsolete. Government electronic procurement auctions are irregular, and the government electronic procurement auction systems are not completely implemented. In this paper, we analyze the current situation of government procurement in China, and support that establishing government procurement electronic auction system is the best way to solve problems such as unfairness, collusion, inequality and inefficiency. Then, we give a detailed discussion about the framework of government procurement electronic auction system and the features of each subsystems and modules. Finally an actual application of this system is given, and an auction algorithm is also developed. We also provide directions for further studies about government procurement and the application of electronic commerce in this field.

数据库资源是高等学校图书馆建设的一个重要内容。随着越来越多的商业数据库的出现，对数据库资源进行评价已经变得非常重要，本文首先分析高等学校图书馆数据库评价的意义，然后建立了数据库评价指标体系以及各项指标的具体内容，这些指标对于图书馆数据库的购买决策具有一定的参考价值。

多媒体内容检索是互联网应用的一种重要方面，如何准确的描述多媒体信息特别是图像信息是多媒体信息检索必须要解决的问题。本文提出了一种基于MPEG-7标准的图像内容的描述方案，可以用于多媒体内容检索中的图像检索。本文首先介绍了MPEG-7标准以及MPEG-7标准中的多媒体描述方案；然后叙述基于MPEG-7的图像描述方案的技术与相关特征；最后给出了一个具体的基于MPEG-7的图像描述方案的实际例子。

机动车辆保险是我国财产保险的第一大险种，然而目前的车险定损核价工作却不能适应网络经济发展的需要。本文主要介绍基于互联网的车辆碰撞维修保险管理系统的设计思想、保险理赔金额的计算模型、系统的主要功能以及系统的实现。其目标是通过互联网实现车辆损坏部位的确定、保险理赔费用的计算以及保险公司对车辆维修过程的远程监督，在保证保险公司的利益不受损失的同时，汽车维修厂也可以提高自身的管理水平和工作效率，从而使保险公司、汽车维修厂最终实现“双赢”目标。
