文在回顾广东小城镇发展现状及特点的基础上，分析了存在的主要问题，提出了搞好小城镇建设是作为广东省率先实现现代化工作的重要组成部分的规划思路及到2005年，争取100个左右的小城镇发展为城镇人，3-5万人，个别突破10万人的中心镇（甚至更大）以形成集聚效益，到2010年再争取200个左右的小城镇能够成为适应当地经济与社会发展需要的布局合理!设施完善、具有独特风貌和有一定规模的新城镇的发展目标，最后还提出了相应的规划对策措施。

以海南岛开疆文化的发展为例，探讨了历史时期各级官员在海南岛文化发展中的作用。指出我国历代的朝廷官员因为特殊的选拔机制，从而较一般人更有能力在边疆文化发展和社会进步中发挥主要作用。文章最后指出，现今我国的西部大开发中，从经济发达地区选派干部到西部挂职锻炼，以及从经济落后地区选派优秀干部到经济发达地区挂职学习是新时期的两种行之有效的开疆举措。

在界定海南文化是一种开疆文化的基础上，对其地域扩散与整合进行了研究。指出，开疆文化在海南岛的传播扩散有别于大陆文化传播中占主流的沿江河、沿平原扩散的模式，而呈现出以移民和传染方式为主，先西后东，先北后南按海拔从沿海向腹部五指山，从低到高渐次推延的文化传播特点，此外，海南文化的形成，实际上是各种形式的开疆文化在海南地域上的一种文化长期作用的结果，即是在黎族文化本底的基础上，经历史时期汉、苗、回等民族文化，以及近代华侨文化、农垦文化等多种文化长期影响，并经相互碰撞、彼此融合等错综复杂的相互作用后，在海南这一地域环境下整合生成的一种海岛文化。

区域旅游联动开发是指在一定的地域范围内，各旅游地打破行政区划界限，根据旅游资源的内在关联性、地理空间的邻近性、旅游产品的互补性，进行区域间的联合与协作以区域旅游整体的力量参与竞争，进而实现各旅游地共同发展的开发过程。区域联动开发理论实质上是针对旅游欠发达、资源类似、竞争优势不突出的地区，在核心边缘理论和产业集聚理论基础上提出的一种区域旅游合作开发理论。笔者以川黔渝三角旅游区为研究对象，分析这一区域进行区域旅游联动开发的必要性和可能性，指出只有通过区域旅游联动开发才能实现区域内各景区的持续发展。

Immigrant settling for many years may be so strongly influenced by local culture that we cannot tell their descendants apart easily from natives, according to some characteristic of social behav-ior and folk customs. But some residual ingredients of spoken language and basic vocabulary former im-migrant often used have been inherited and still have been using today, which can help us trace back the im migrant's descent and get to know the laws of spreading and diffusion of culture. As a latish cul-ture- developed island far away from mainland, its culture of Hainan Island have strong outer language-orientated peculiarity. That is, the culture of Hainan Island is a kind of distinct cultural that integrated highly, which is on the basis of a native background culture called as "li culture", took in a lot of nut-ritive value from mamy other peculiar culture, such as "han culture", "miao culture", "zhuang cul-ture", " hui culture", and modern culture developed by overseas Chinese, agricultural reclai mation cul-ture, western culture etc. as well. In this paper, we can know that Hainan Culture is one kind of frontier pioneering cultures which is a outcome of Hainan's peroidic developments. And we find out the truth that the present Hainan dialects result from the continuous spreading and diffusion of frontier pi-oneering cultures in the couse of Hainan development, by aalyzing the peculiarity and distribution of Hainan dialects, and by studying spreading and diffusion of Hainan culture, by tracing out the devel-opment and evolution of Hainan culture. All these help us analyses the function of verification to the spreading and diffusion of frontier pioneering culture by dialect. That is to say, practicality of a special kind of culture and its propaganda often have decisive influence on cultural spreading and inheritance. These dialects emerging in a place become popular regionally and a distinctly directive sign, which is enough to deafly indicate characterisics of im migrant activity. Dialect is a mirror of im migrant history and the latter is a source of dialect. We can sort out clear line of transplantation and evolution and forming of Hainan dialects, on the basis of studying the dialect family-tree, which help us understand the interrelationship between immigration in the course of developing frontier areas and current dia-lects.
