电子政务在我国正得到广泛推行，服务是政府的重要职能，电子政务应充分体现服务的特点，然而电子政务服务的进展并不尽如人意。本文提出电子政务服务需求的市场细分对象包括：居民（resident）、公众（public）、企业（business）、社会团体（social organization）、其它政府机构（government）和公务员（public servant）等，这些服务对象既有共同的电子政务服务需求，更有其各自不同的应用特点。本文针对不同的服务对象及其需求，设计了电子政务服务应该提供相应的内容与方式，以及不同的身份识别和安全与隐私等方法。

The domestic and international E-Business evolution fully proves that the government is playing indispensable function while the country and regional E-Business develop. In the light of the rule of E-Business development and the actual conditions of our country, this paper puts forward a strategy for the government to advance the regional E-Business development, "Focusing the construction on B2B, opening up the virtual trade market; Guiding and developing B2C, following E-Business trend closely; Bringing the two into an organic co-work". For implementing the strategy, the paper proposes a series of out of tactics also in the matter of the government's policy in supporting and enacting E-business in enterprises and other measures.
