摘要

The purpose of the public investment is to serve society and improve people’s living standard, so the social and environmental benefits became the highest standard weighing public investment benefit and a basic starting point of evaluation the public investment project. In this paper, fuzzy mathematics theory was adopted for the comprehensive evaluation on the social, environmental and economic benefits of Land Fund expenditure in Shenzhen,and the process of comprehensive evaluation was improved in order to evaluate the benefits of public investment more efficiently. The calculation result indicated: the proportion change of direct benefit to indirect benefit has negligible effect on total evaluation result; weight and evaluation grade of the social benefit are the highest in 3 types of benefits, the result accords with the tenet of the social benefit that local public investment pursues; weight and evaluation grade of municipal engineering are the highest, accessory facilities—the lowest, the result indicates that the accessory facilities construction of Shenzhen is in the relatively backward.

摘要

All over the world, government intervention in housing market is a routine to maintain economic sustainable development and improve housing conditions, even in market economic countries. Housing policy, as an exogenous variable, will have many effects on housing market. So, we should analyze the effects dynamic of housing policies on housing market to insure accomplishment of housing policy’s prospective purposes. Housing policy includes housing supply policy and housing demand policy. The effects primarily involve efficiency, fairness, market effect and externality. The principal theme of this paper is market effects of housing policy. We find land supply constraint will tend to increase housing price and decline the housing affordability. And the government regulation and rental control will decrease the affordable housing stock for low-income households by market filtering up. Housing subsides on low-income households will give an incentive for developers to build the low-end housing in longer run. Finally, some suggestions are provided for housing policymakers.

摘要

With the economical development and improvement of people’s life level in China, building energy consumption rises rapidly. So building energy efficiency plays an important role in Chinese energy efficiency strategy. Among which public building efficiency is more important than other parts. Present the status quo of public building energy efficiency and government procurement. Discuss the crucial instruction and demonstration effects of government energy efficiency on public building energy efficiency by use of Keynesian multiplier. Synchronously consider government energy efficient procurement is one of the methods to innovate the public building energy efficiency mechanism. The government energy efficient procurement encourages the production and distribution of energy efficiency equipment and engineering. On the meantime, the goals of reducing public building energy consumption and improving the quality of indoor environment could be achieved as soon as quickly.

摘要

This study analyzes the chaos emerging mechanism through using logistic model according to the nonlinear character of Chinese real estate business cycle. The chaos emerging hypothesis is validated by the data in Chinese real estate market through nonlinear regression method. On the basis of comparing the different characters before and after entering the chaotic state, it can be found that the real estate bubble is prone to expanding and even breaking in chaotic field. And the main control factor is price-elasticity index of demand.

摘要

E-commerce’s development in construction is the process of IT use. This will lead to institutional changes, and institutional changes will support technical changes. This thesis describe the content and features of e-commerce’s in construction industry, and it require enterprise and government to change their institution, we also analysis the factors to improve or prevent the institutional changes, at last, we put some advice to improve institutional changes. Institution’s main function is to restrain people’s behavior, and e-commerce’s main function is information communication among people. we need to change and adjust our institution to regular our behavior.
