摘要

Energy conservation strategy aimed at improving energy efficiency and reducing green house gases emission play a key role on sustainable development. Because the proportion of building energy consumption to total energy consumption is very high, construct energy conservation buildings become the main task in executing energy conservation strategy. The decision-making among relative participants is a dynamic game course. Based on game theory, this paper analyzes the different choices between governments and real estate developers. The results show that at the primary stage of building energy conservation, the governments should provide policy support to the enterprises in order to accelerate the implement of building energy conservation strategy; at the mature stage of building energy conservation, the governments should cancel market intervention and the developers could voluntarily construct the energy conservation buildings under economic profit drive.

摘要

Building energy efficiency is an important field in energy efficiency. In China, building energy efficiency, as an important link in realizing the country’s energy strategy, has been listed by the National Development and Reform committee in the 11th “Five Year Plan” as one of the ten key energy efficiency projects. Building energy efficiency belongs to the field where the market mechanism doesn’t work and it should be guided and adjusted by the government’s policy, which demands strong support from laws and regulations. Yet, the legal system concerning the building energy efficiency is not complete, which has become an important factor that limits the development of building energy efficiency. The paper analyzes China’s existing legal system of building energy efficiency and points out specific problems and incomplete places with it. Aiming at the needs of building energy efficiency at present in China, the paper points out that the legal system of building energy efficiency can be perfected from four aspects: The fundamental law in energy efficiency, “Energy Efficiency Law”, the primary law in the building industry, “Construction Law”, the administrative regulation, “Administrative Ordinances for Building Energy Efficiency” and the departmental regulation, “Administrative Regulations for Civil Building Energy Efficiency”. The paper puts forward suggestions of modifying, establishing, or revising the four legal documents and bringing them into agreement and thus providing practical legal support for carrying out the work of building energy efficiency in China.

摘要

This article discusses the zone predominance of Fujian Province, which is separated from Taiwan by the Taiwan Straits to the east and connects “the delta of the Yangtze River” to the north and “the Pearl River Delta” to the south. Applying the theory of priority economic benefit, the theory of scale economic benefit and several others, the paper presents a system-analysis of the functional orientation of building an EZWTS, strategic keystones of its economic development, implementation process, policy making and so on. And this paper offers scientific argumentation for this zone’s potential for being a factor of new surges of China’s economy.

E-commerce’s development in construction is the process of IT use. This will lead to institutional changes, and institutional changes will support technical changes. This thesis describe the content and features of e-commerce’s in construction industry, and it require enterprise and government to change their institution, we also analysis the factors to improve or prevent the institutional changes, at last, we put some advice to improve institutional changes. Institution’s main function is to restrain people’s behavior, and e-commerce’s main function is information communication among people. we need to change and adjust our institution to regular our behavior.

【期刊论文】Analysis of Present Status of Development of Building Energy Efficiency in China

摘要

The present status of development of building energy efficiency (BEE) in China has been introduced in this paper, and the necessity of implementing the strategy of sustainable development and constructing the energy-efficient-and-land-saving buildings is proposed. By analyzing the present status, the main problems are raised out, including: (1) lack of corresponding stimulating policies and administrative regulations and rules; (2) slow development of BEE market, and incomplete system of energy efficiency technologies; (3) scarcity of special channels for financing; and (4) poverty of consciousness about BEE, etc. Aiming at the above-mentioned problems, with the reference to advanced concepts and experiences from developed countries, it is emphasized on promoting the development of BEE in China through integrating the market adjustment system, government control system and social adaptation system. The detailed measures include: to improve policies, rules and regulations; to realize financing for BEE by market; to cultivate the BEE industry, to develop BEE technologies, and to establish the BEE certificating and labeling system; and to strengthen dissemination, education, and training of BEE.
